So, the case status online for my CR-1 visa says that it was sent to the State Department for visa processing on Dec. 4th. It's now Dec. 12th and my spouse still hasn't received an email that the NVC has received the petition. Our I-130 petition was approved on 11/21. What should we do?

It will took a few weeks for NVC create the case number. You're not the only person waiting. In addition, thing will slow down by the end of the year.

thanks for your reply! but is it normal for the NVC phone number not to work like this?

Yes, you'll likely have to call dozens of times in a row to get in the hold queue. It's best to call when they first open or a couple of hours before they close.

I am not a lawyer and nothing I say is or should be taken as legal advice.

NVC wont email you for receiving petition from USCIS. You have to call them to ask whether they receive petition yet and  case number will assign about one month later after they received ( they are working on file that received 11/08/2019).

Yes as others said it takes 4-6 weeks to get a case number. Also: there is no “NVC visa”, they create a case for you and you pay fees, fill out DS260, and submit electronic scans of any and all required financial and civil documents, then once they deem all your documents qualified they send your case to the embassy and schedule an interview depending on the date availability at your consulate. Then, only after the interview if you were approved, is there a visa
