my wife was a OFW , and im told we  must get a back ground  check form the  Philippines/ government as well as were she  worked before   .

How do we go about the OFW country ?

and  do  we  submit this with the  I-130 package ?

It depends on where she worked previously because some countries give a PCC if you are out of the country while others don't. Also you don't need that at the time of initial filing for the CR1 visa but later on

PCC are for the NVC/embassy phase, not when you file the I-130

 

For the Philippines it is the NBI
