I suggest getting the notion of a quota in writing.

7/27/20: Sent forms to Dallas lockbox, 7/30/20: Received by USCIS, 8/10 NOA1 electronic notification received, 8/1/ NOA1 hard copy received

All denial reasons for B visas are stipulated in law.

All visas for which there are quotas (such as certain family based and employment visas, as well as individual country limits) are also stipulated in law.

There is no stipulation in law that I am aware of that that mentions anything about quotas for tourist visas.

Of course, logic never manages to counter conspiracy theories.

CO: “Sorry, I’m denying your application because I just gave the last visa I had to that lady”.....I’ll just pretend I have more visas until is time to go home! Bye
