Meaning she no longer qualifies for the K petition, and you will need to file a separate I-130 for her to be able to immigrate.

Doesn't sound like a K-2 visa was ever issued in this case.  And if the K-1 was issued a year ago, the petition is no longer valid to use for a K-2.

Could still be time if the 1 year haven't passed yet.

Okay missed the part that it was issued in December 2018. That sucks that they didn't look into this before. So yes I-130 is the way to go.

We just went through this with my 10 year old stepdaughter. Took around 16 months from when we sent the I-130 to when the CR2 visa was issued but that was because of a 3-month delay at USCIS. It would've been 13-14 months otherwise. Some consulates have really long wait times for interviews which can throw in another wrinkle. Overall the process is pretty painless for the most part - far easier than AOS. My wife did end up flying back to accompany her to the interview, and we will go back and bring her to the US in a few weeks.
