Embassy can and has denied even for a case reaffirmed when sent back to USCIS

the question you did not answer here was "they asked me if she send money"

this is not an acceptable thing in morocco for the woman to send money/ the embassy reads this as the "african " is scamming for money from what you think is a "rich Amercan"

 

they did keep your passport so that is good news but they can keep it till they make a decision and AP can be long /this will depend on the added security checks they are obligated to do now according to the new ds 260

 

according to timeline you applied in early 2018 so if you are married at time of a visa and enter 2 years from the date of marriage , it will be an IR1 and there will be a 10 year green card

Your forgetfulness with dates might be part of the problem. In this post you say you met in 2016 and married in 2017. 

 

Your wife’s two previous marriages to two men who were illegally in the US might also be an issue. It could be suggested she married foreign men just to help them get US residency.

Well you certainly seem to have a similar profile to most we see here. No way knowing how long Ap will take.

Yes they ask me about it and i answred them . She didnt marry them for it she has kids with them and she still taking care for them and fight alone this is enough proof to show that she is not . They just like to putt us long wait for mo reason even if all document front of them

You mention an 8 year age difference, elsewhere you say it's 10 years. If there were any inconsistencies like this during your interviews that looked suspicious. Your wife has 4 children to support, and her income is not sufficient to sponsor you without a cosponsor. Your wife has sponsored 2 other men in the past and is still responsible for them financially. 

Lots of reasons to do thorough research before giving you a visa. All you can do is wait and hope for the best.

Am not  feeling good right now and pretty hard for us  you dont have any idea how they treat me was rude hurt me so am not focusing right how the diffirence age so normal to say .. ok i will wait and see  you are right

does she have 3 or 4 kids?

is she 8 or 10 years older?

is she divorced or husband died?

did she sponsor other husband(s)?

does she have the income to support her and you and all kids? or did embassy ask for a cosponsor?

can she add you to her health care insurance thru her job or can she afford to buy it?

will your social media show you have been talking to many women from the US?

Incorrect.  The reason is the myriad of red flags in your case.

  Ok i agree  with you  . But arrent they should decide before we wait one year at uscis and 10 month fir nvc and the first intweview all this time not enough for them to decide about mt case something fair when i say simething fair i mean like all application its hard for me to see my wife crying every night hope to see me why they do this to us because she married before and this is a red flag this mean we dont deserve to be togather i just think its not fair

No one is doing anything to you.  You both chose this relationship, right?  No one is owed any immigration benefit.  The USC has a right to petition for eligible family members.  That's it.

If the goal is to be together (vs just to be together in the US), maybe your wife can move to Morocco?
