Just scheduled my fiance's medical, we plan on scheduling the embassy interview after that is completed.  My question is, after that, is the GCP seminar mandatory for everyone?  We are looking at the GCP home page and it asks you a series of questions before scheduling.  1. Is your fiance a foreign national? and 2. Is your fiance a former Filipino citizen?  Selecting 'No' to both of these prompts a message saying the GCP seminar is not required.  I am not a foreign national by definition, as I am a U.S. citizen by birth.  Do they consider all U.S. citizens to be 'foreign nationals' ?  Just wondering if we even have to do this seminar or not.  Thanks!!!

All exiting emigrates must attend CFO.  For the K-1 and IR/CR-1 it is the GCP seminar, which can be attended at any time.  For all others it is PDOS, which can only be attended after receiving the passport W/visa.

 

Anyone who is NOT a Philippine citizen IS a foreign national.
