I received Humanitarian Aid accepted USCIS on July 2019, I had to wait until Oct 1 2019 to get the DS-260 uploaded because of permission to website document. 

I am continually put back in the queue due to changes that need made for one reason or another. Example: address change. 

Do to the need under Humanitarian Aid issue and need for my Husband's add, how do I speed up the process that is still needed? I am told the NVC will expedite but there are so many of those it will not matter and I don't wait to delay any more then I am already. What choices do I have?

Not sure what you mean by "Humanitarian Aid", but if you mean that your case was expedited for humanitarian reasons, it will not be automatically expedited at NVC.  They perform an administrative function only.  NVC checks to make sure you have all the paperwork needed for the visa interview; they don't review the contents of the documents (except the Affidavit of Support).  You will have to contact NVC and request an expedite of your case.  They will pass the request to the Embassy where the beneficiary will be interviewing.  The Embassy will make the decision on whether or not your case will get  expedited.
