Most of the time, the consulate of the particular country will allow you to submit an application for a police certificate. However, your first step should be to check the official US embassy K visa instructions sheet to see which service they recommend for you to get a police certificate. Second, you can visit the civil reciprocity tables from the US DOS to see more details on the procedures. Many times they'll link you to another website or service which offers your PC. You may have to directly talk to, email, or submit an application to the official Panama authority responsible to issue the PC. Again, most of the time, you don't have to travel back to the country to get the PC.

I learned the hard way, I hope YOU don't have to. Advice: learn, learn, learn.
