My wife’s green card renewal is taking more than a year.

Can my wife apply for citizenship when she has been here for 3 years? She had already applied to lift the restrictions on her green card but it’s already taking so long that she has now been here long enough to apply for citizenship.  How does she apply for citizenship if she is still waiting on her green card renewal?  Btw my wife is married to me a citizen by birth.

She just applies for it. File the N-400. You can do it online or paper-based. As long as she has been a permanent resident for 3 years (yes, she remains a permanent resident while her I-751 is pending) and she lived the last 3 years in “marital union” with a US citizen, she can apply.

Depends on your local office. Some really fast, you can get interview in a few months. Some slower, closer to a year.

You would probably attend the Dallas, TX field office and the USCIS website is saying that it will take about 11 to 16.5 months. If you apply online and set up an account it will tell you how long it will take. I applied August 2018 and my account had an estimated completion of citizenship at October 2019. I completed my naturalization July 1, 2019. But again if you apply and make an account it may give you a better timeline than the 11 to 16.5 months the USCIS website gives depending on the busyness of the Dallas office.

How does my wife get her green card validity extended?  Hers has expired while waiting on her conditions to be removed on her first green card.

When she applied for ROC and received the NOA1 it should have stated that her green card (GC) was extended for 18 months. If you are beyond 18 months of the NOA1 date and need to travel, you will need to schedule an INFOPASS appointment to get a I-551 stamp in your spouses passport. 

 

Essentially when you apply for citizenship while having an ROC pending it causes USCIS to hopefully adjudicate the ROC quicker as you need ROC approved first before citizenship approval. It is likely that you will have what they call a combo appointment where they interview you for both the ROC and citizenship.
