Yes, that advice was incorrect for a US Citizen filing for wife and children.  You must file separate petitions for each child.  If both were under 18 when you married and are still single, file petitions for each child.  If you want them to come together, put a hold on your wife's process now.  Wait until the children's petitions get to NVC to proceed.

 

I'll let somebody else answer whether the one being over 21 now, will be an issue.  You need to know that before deciding to file.  

 

Note that the children will be US citizens upon arrival, so no green cards.  Your wife will get a green card.

The one over 21 will have a wait, F1 category.

Several years depending on the country.  Depending on the age of the younger child, they may also fall in this category before the petition gets to the interview stage.  If so, no reason to delay the wife's process, as they will NOT be coming together.

Correct.  Include the expedite request and justification for it, when you submit the petition.  However, that you screwed up and failed to read the instructions and requirements, is not a justification to expedite.
