What to do after arriving to port of entry

Hello,

I am unable to find any instructions on what to do when I get to point of entry. Do I just give my passport to someone and they give me visa?

Actually, before I get to PHX, I will layover in Texas. Is that where I do whatever I need to be able to proceed?

Your Visa will be put in your passport by the consulate.  You don't give your passport to just someone,  you give it to the border guard

Firs USA airport will be your point of entry

YMMV

Go via regular visitor line at Texas Poe.. you’ll have the envelope from the interview.. give that and passport to Poe officer, they’ll take a look at it, maybe ask a question or two and stamp the passport before returning it to you... then go catch domestic flight like normal

But I got a paper that said "you do not need immigrant Visa (IV) packet. All required documents will be electronically transferred to the DHS as part of Electronically Visa Information Packet. Please submit your immigrant visa to a US DHS official at the port of entry"

Does this mean I just give my passport to the TSA agent and they stamp and I go like normal when I usually travel to US?

Yes.  When they process it the info should be there.  Bring the paper to show them that says it’s electronic, but they should have seen those before.

No, TSA has nothing to do with border security,  that is the responsibility of the CBP

YMMV

Embassy issued the visa, it is in your passport.

When you enter the immigration area ask the CBP agent standing near the entrance which line you should use an an immigrant visa holder.  At that window/counter you will be processed though and  receive an I-551 stamp in your passport.

After that you will go claim your luggage and clear customs, after which you will check your luggage for your continued flight.

Not TSA.    CBP agent.

Not TSA.  Customs and Border Patrol, but yes, just hand over your passport.  You'll get it back before you walk away.
