US travel docs adding members option not working

Our family F4 visas were issued and I registered my sister in Travel Docs but her family members could not be added to travel docs. Embassy called us and told us that we should register the other members too so we can send the visas. Should I make a new account for each member? because the option for adding member is not working. Please advice.

If your sister have different case number then you can create new account and then adding her family but if you and your sister case number is same then you must be adding in previous account.
