Concurrent filing of I130/I485 pplications

Am I able to file the I 485 the same day as the I 130, or do I need to receive the receipt for the I 130 application to file the I 485?

You can file not only the same day but the same envelope

Not saying that.   If you want to file electronically then you need to wait on the i485 because you need the underlying petition case number

Would filing the I 130 electronically, and filing the I 485 via mail,  take longer for my father to get permanent residency?

Since the i485 can take  several months to more than a year (depending  on  where you live) a few days won't matter much
