Translations of Documents in Egypt

Hello All,
I hope this finds you well. My friend needs to get some documents translated from Arabic to English and certified with a raised seal. Right now they are located in Zagazig, Egypt which is about 90 miles from Cairo, Egypt. Do they need to Cairo for this? Or can they find somebody in Zagazig that would comply with USA/Canada regulations? Right now they need their birth certificate, their high school diploma, bachelors degree, master degree, and PhD degree along with a certification translated. How much does each one would cost?

I am not aware of regulations that require a “raised seal”
