Police Paperwork substitute? (IR spousal visa)

Hi all! I am just new here and really have enjoyed the community. Ok, maybe I messed up by not hiring an immigration pro from the start, but I am getting your advice.

 

My wife, Nelia, is from Metro Manila and we have been married for 10 years. I worked for 5 years (and she lived with me at the time as my wife) in a small city in rural PRC (People's Republic of China) where I worked  as a consultant for an international firm. We had to leave after her grandmother died in Manila and her family fell apart.

We are submitting documents at this time to the National Visa Center, and from what I can garner her interview will be before May, at least from what I can see. She already has her NBI and her Barangay Clearance, no criminal problems at all.  The only issue is that I have worked my best to get her a Police Paper of no record from our area in China, and I just got in hand a few days ago her police clearance from China. However, the Chinese authorities for one reason or another will not issue a notary seal on it. I have done everything they asked and they still refuse to do so. If anyone is familiar with China, they seem to have their own peculiar rules from town to town. 

So, in desperation I hired a well reviewed Chinese/American attorney who handles this type of thing. He was able to get a police paper but with no notary seal. i have read the State Department website concerning this.

 

So, (sorry for the long post) when I submit my papers for Nelia in a couple of weeks to the NVC and to her interview in Manila at the US Embassy will they generally accept, without any hassle, a detailed letter from my attorney explaining why the Chinese notary refused to seal it along with the non notarized police check from PRC?

 

Nelia has been very concerned that she will be denied a visa just on this, even though I try to reassure her. She has been crying a lot and very emotional about this, which I hope is not a big issue Can anyone give insight or odds of this being a real block to her IR Spousal Visa?
