What happens if you miss the interview abroad?

My stepdaughter is scheduled to have her interview abroad next week. My wife (her mom) is flying out a few days before to accompany her. Unfortunately it looks like there is a huge winter storm that will hit us on the day she is scheduled to leave. I've found surprisingly little cases where someone just missed the interview. How is this handled? The official policy is:

Applicants under age 14 must be accompanied by a parent, legal guardian, or an individual having legal custody of, or a legitimate interest in the applicant to act as the minor's proxy for the purpose of signing the visa application. The accompanying adult must show official government photo identification to enter the consulate. Accompanying adults who do not have a legal relation to the minor should also bring a notarized signed affidavit from the minor's parent or legal guardian authorizing them to act as a minor's proxy for this purpose.

 

Does this mean that my wife's mom (or sister) can go in place of her if my wife gets held up? Or could the interview be bumped back a day or two? We are stressed about this.
