If my fiancé is Venezuelan but is living in another country legally (Peru) are they good to go to do the medical exam and interview there? Does Colombia only apply if they live in Venezuela or are living in another country illegally?

It all depends what’s his “legal” status. My recommendation is to contact the American embassy in lima and inquire if he/she is able to interview there because of his PTP.  Mind you, other countries don’t consider those humanitarian Residence permits as “legal residence”.

Well he is currently in the process of his carnet de extranjería. He should have it well before the interview. We haven’t received an noa2 yet. Would that be considered legal residency. From what I hear the carnet de extranjería is pretty legit.
