Daniel, in terms of processing time, it appears that Tampa is processing your application from beginning to end in 4 months.  If that's true, that is an excellent time. It also, implies that others are getting their applications approved in less time.  Best to you...

It looks to me the time for background clearance is pretty random. A couple people did their fingerprints in late Jan and already got their interview scheduled, while most of people who had fingerprints done earlier are still waiting. So does that mean our fingerprints are sent to different FBI offices as well?

Some offices has less work load than some so its base on the office location.

That is correct! I already knew this, but I still verified with an officer when I had my I751  interview on 02/13. He mentioned they just want to make sure person understand basic English. They don't test on Grammar at all. :)

That is correct :)

 

I applied online and was deferred to Syracuse. A coworker told me it took him about 3mons from start to finish.

 

I am kinda new to the area. Based on what people told me almost all cases, including non N-400 applications, are sent to Syracuse. It's a really small office - 3 windows, one for fingerprints & two for other issues.

My case(Chicago,IL) status changed to interview was scheduled today.
 

The main USCIS official app still show no update. However, the different app shows that an interview was scheduled. I checked from USCIS online website the status changed as well. I guess the app is slightly behind.

My K1 visa journey △ ( My process took 90 days until the interview )

14 August 2015 : Mailed I-129F through USPS express service

02 September 2015 : Received NOA1 hard copy by mail.

05 October 2015 : Case number was assigned.

20 October 2015 : Packet 3 arrived in my hand.

03 November 2015 : Got Packet 4 e-mail from Bangkok embassy about the interview date.

18 November 2015 : Visa interview and it was approved!

20 November 2015 : Got documents and a passport with K1 Visa back in my hands

 

My AOS Journey △ 

11 July 2016 : Sent AOS+AP+EAD package

12 July 2016 : NOA1 for AP and EAD  / 14 July 2016 : NOA1 for AOS

26 July 2016 : Got Biometric letter

09 Aug 2016 : Biometric appointment

21 Sep 2016 : EAD New card is being produced

07 Oct 2016 : AOS case was approved. Without interview!!

Which app are you referring to? I have the Case Tracker app that defaults to the egov site when the View Online option is selected.
