Dubai is part of the UAE, police clearance can only be obtained in person .. thus waived by the embassy

Available: Only if applicant is physically present in the UAE.

Only if the police clearance is AVAILABLE.

Police certificates are not available from all countries.   According to the  department of state website, police certificate is not available from UAE if the applicant is no longer in country.   Manila has typically waived this requirement in the past

YMMV
