Hi,

 

I just received my conditional green card about a month ago through marriage (from F1) and wanted to know it I’m considered now a California and thus eligible for in state tuition or do I have to live here for a certain amount of time. I moved to California exactly a year ago.

Having a GC does not establish state residency.  Do you have a CA driver’s license or state ID?  This may be helpful.

Yes I’ve had a CA drivers license for a little over a year now.

You usually have to be living in California and have California residency for awhile before being considered a California resident

For the UC system, it's 366 days of continuous physical presence, with the intent to make California your residence. Good info here: https://ucop.edu/residency/residency-requirements.html

I went through this with Cal State Fullerton. I got my green card in September 2017, started grad school January 2018. I wasn't considered a resident even though I had been living in CA since 2015 because until 2017, I was on a J-1 non-immigrant visa. I was only reclassified as a resident (for tuition purposes) in September 2018, after a year of being a permanent resident. My department was able to give me a "non-resident tuition fee waiver " scholarship for that first year so I was able to pay in-state tuition. I suggest you look into something like that with your department.
