Oakland Park n-400 processing times

couple of months ago I saw that Oakland Park n-400 processing times were like 13-18 months now processing times are 8.5-15 months and I recently couple of days ago I applied for my n-400 so I should expect my n-400 to be processed minimally within 8.5 months is that right?secondly my I-751 is pending too so would that make processing of both petitions to be combined or they would be processed separately and some Peo;le say processing for n-400 with having already pending I-751 makes whole process slower
