Traveling overseas before the oath

Timeline

A friend of mine took her citizenship test on April 3rd and was recommended for approval. She has not heard anything from INS regarding the date of the oath yet. She wants to take a short trip to Russia for 13-14 days to visit family at the beginning of July. My questions are as follows:

1. Can she travel with her green card?

2. How far in advance does INS notify about the date of the oath ceremony?

3. What happens if she misses the ceremony?

Any advice would on the matter would be appreciated.

1) Yes

2) Usually about a month

3) I wouldn't miss it, but you should be able to reschedule if necessary, but who knows how long it will take them to reschedule it...
