SO I GOT MY NVC CASE NUMBER ON OCT 30, 2019. MY 2 YEARS MARRIAGE ANNIVERSARY WAS ON 11/22/2019. I AM MARRIED FOR MORE THAN 2 YEARS NOW. SHOULD I TELL NVC TO CHANGE MY VISA CLASS TO IR-1 OR THEY WILL DETERMINE THE VISA CLASS AGAIN WHEN DOING FINAL REVIEW ON MY CASE?

Consulate will do it.  Nothing needed to be done by NVC

It's not your place to inform anyone about the change as that will be determined at the level of the consulate after the interview.
