Perhaps it is due to influx of people in the system. Canada has less than a tenth of people coming into the country Legally compared to the USA.

Not to mention the people who entered illegally and are now claiming asylum there are literally a drop in the bucket compared to the USA.

I do agree with what was said above. Plus Canada has two ways to file. Inside Canada and Outside. Normally outside is much much faster.

My wife first immigrated to Canada from the USA when we got married back in 2011. She never got her Canadian permanent residency until about two and a half years later, so it isn't always quick. This was the "In Canada" option, which does tend to take longer than if you apply from outside Canada though.

I am not sure of the first part on the legal immigration.  From what I can find online, US takes in around 1.1 million permanent residents per year according to 2018 data.  Canada took nearly 300,000 in 2017 (the number for 2018 is probably higher but I couldn't find it).  Given that Canada is about 9x less populated, it appears Canada take in disproportionately more legal immigrants than US.
