action required?

hi all,

 

I submitted our DS 260 docs (uploaded) beginning of November.  When I log into CAEC it all says paid and submitted.  However, if I click on "check visa application status" it says action required and it talks about submitting all financial docs (which we already have done).  Is that just a general action that comes up until they get around to reviewing?  Mind you, this message was written back in May 2019, so i'm assuming they just haven't gotten around to looking at ours yet so it's a next step sort of action...?
