Overkill isn't the reason you didn't receive an RFE.   You didn't get an RFE because in the excessive pile of documents you also included the required documents ... the rest was just 'roughage"

 

Philippines embassy isn't difficult.  Provide what is listed in the 5 STEPS (document checklist is #5), have a genuine relationship and all will be a breeze.
