N-400 expedited from overseas: How do add the biometrics documents?

Seeking help:

 

I am applying for Naturalization and given the fee increase (proposed or scheduled, not sure) we would like to send it off as soon as possible. For those of you adding the biometric documents, how did you go about it? Did you file your N-400 application and waited to receive a request to add the biometric information or did you already add it to the original application package?

And in case someone wonders the same: They have a fingerprint service on various bases overseas. Check for appointments. Here in Stuttgart it is on Monday and Tuesdays only. 

 

The process for 319(b) differs in that one sends the form FD 258 WITH the original N-400 application.
