Looking at form I-751 it is completed by the petitioner, i.e. the person who is currently a conditional resident.

So why are all the example cover letters written from the perspective of the US citizen, for example: "...please find a JOINT I-751 petition for removal of conditions of permanent resident status regarding my husband/wife "CONDITIONAL RESIDENTS NAME"..."

This seems wrong as the conditional resident is usually filing jointly WITH their spouse (the US citizen).

Cover letters aren't a requirement at all. I never filled one out and did just fine

Because USC is handling everything and is not teaching LPR how to deal with inevitable bureaucracy?

As an LPR, I completed all forms and wrote the cover letter for I-751. Husband just signed it.

Doesn't matter if the US citizen or the LPR writes it. I'm the LPR and I wrote everything myself and didn't use the example in the guides here on VJ. I wrote the cover letter as if it is MY petition, which it is. I did have my US husband sign it though.

Cover letters are a recommendation, not a requirement.

Because they try to show they are not fake marriage. At least the USC is willing to draft the coverletter.
