Filing 751 without copy of green card

Now filing cos for spouse. We never received the (2year) green card and have Postmaster notarized letter stating that it was NEVER delivered as the Post Office lost it. 

We did file for replacement as never received but did not think we would need the postmaster letter as tracking showed "out for delivery" for months. 

Sometime during the process the tracking number was recycled and old tacking GONE. The USCIS director sent a HELL NO we will not issue a replacement

card as  USPS did not return it as undelivered. 4 months of waiting to get this #######. Instructed us to lie and say we lost it!!!!!! BS to that. Miscarriage followed with great depression.

 

Have all the other needed documentation for cos but have never seen the conditional green card. We don't even know the expiration date. 

If submitted with no copy of card but with Postmaster notarized letter clearly stating that the PO lost it and it was NOT delivered.... 

WILL USCIS reject the 751 and deport my wife with baby due mid February or accept 751 and issue. Based on her entry date we should file mid December.  

Any advice or thoughts? Thank you!
