Sometimes it can be difficult to get a reliable internet connection in the Philippines. I can neither confirm or deny that it is possible to fill it out using a VPN from a different location)

See if this helps:  https://ceac.state.gov/GENNIV/Help/Content/Recovering an Application after Session Time Out.htm and/or what's below:

 

  • Use Chrome as your browser. Many have reported no problems when using Chrome
  • Use your browser's private or incognito mode.
  • Disable browser plugins.
  • Use only 1 tab when filling out the form.  Do NOT have the form open on multiple tabs.
  • Press "SAVE" every time you finish a page of the form.
  • If the session times out again:
  • Clear browser cookies and cache.
  • Close the browser (not just the tab), wait a minute, re-open browser.
  • Retrieve application and continue filling out the form.

Green Card received July 17, 2014 GC received without interview

Removal of Conditions

Mailed I-751 Dec 16, 2015 Submitted ROC (removal of conditions)

Received Dec 18, 2015 USPS notification of successful delivery

Check Cashed Dec 21, 2015 Check was cashed

NOA-1 Issued Dec 21, 2015 NOA-1 for ROC issued

NOA-1 Issued Dec 26, 2015 NOA-1 Received

Biometrics Appt. Jan 29, 2016 Biometrics Appointment Scheduled [Completed]

Timeline

She followed the advise you provided.   Important that you change web-browser and free all cookies.  Having the right size picture is also important.  All the other things she did I am not aware of.  Sufficient to say that the system 

will work if you take the time to study/research why you are having a problem.
