IOE is their e-filing system.  It seems that lots of people who file by paper are getting it.  Don't worry about this.  It's meaningless.

USCIS is taking about 18 months to approve F2a cases.

Omg!!!!! One of my friend case was approved with in 8 months including interview. Same IOE case

It’s not true,it’s take about 12.5-16.5 months for approval ... But some people receive their approval letter in 10 or 11 months ...It depends on each case and can take more time too...Actually they are approving October, november,December 2918 and I have a friend who got his approval with pd january 2019,He is spouse of lawful permanent resident.

Go join the F2a - 2018 group on FaceBook.  See what people are actually reporting.

That’s why I told each case is different... Request for evidence can be a factor for a late approval but you know that uscis in California for example is working on case received as of July 2018 and the processing time is 12,5-16,5 months... In this fb group of 2018 filers, members with pd october ,November 2018 already got their approval.

You are picking and choosing a few cases to illustrate your point while ignoring all those people who are May 2018 filers who are still waiting.

I think there’s too many variables. the i130 varies based on processing center, RFE’s and expodites etc... and can range from 6-24 months... then pending country of origin and currency of bulletin more delays at NVC processing more RFEs... then to embassy again waiting times variable based on country of origin... and not forgetting more RFE...

even a straightforward simple case seems to be taking 18+ months... and that if you manage to do everything precisely right
