What document can we show as a proof that my fiance never been married.since they said there is no cenomar in the US.

Okay, well had you explained all of that to begin with, it would have made MUCH more sense to those of us trying to help you.

 

I am not sure how (or even if) one goes about getting a CENOMAR for a non-resident/non-citizen of the PI, but I'm sure our PI gurus here will have ideas.

Thank you to all who gave suggestion and give advice it was a big help.

You pay PSA to run his name in their CENOMAR database. It will come up with no record and they will give you that print out. He could also go to the US Embassy and get a notarized copy of an Affidavit In Lieu of a Certificate of Legal Capacity to Contract Marriage. It's a worthless self-sworn copy that you pay $50 for but there's no way for the embassy to know if you're lying or not. It's just a money grab. 

 

But I don't know why they would give you a 221G for not having that.

Right, it really doesn't make sense.  If the USC petitioner's marital history is being questioned, the CENOMAR and affidavit from the US embassy in Manila really can only prove he wasn't married in the Philippines.

Something came up in the interview I suspect that was suspicious to the CO about the USC's prior Filipino relationship and hence the call for a CENOMAR. It has happened before but it's so rare. @user555 has the solution. That will satisfy the CO and the 221(g).

Go to the Orphan division of the court of common pleas of the county you reside in . The document you need is the “Certificate of NO RECORD OF MARRIAGE”
