Scheduling Interview Before P3

Timeline

Hi, I was wondering if it’s possible to schedule the interview before P3 is received. I’m anticipating P3 will get received maybe a week before spring festival begins, and I know from experience helping my students get appointments for tourists visas around spring festival, that the calendar (usually two months)  of available appointments will usually not show anything available, and won’t update and show any available appointments until a day or two after spring festival ends. So I’m trying to see if I can schedule the interview date for after spring festival but choose the date online a few weeks before spring festival begins. I heard that for scheduling the interview, you only need the applicants name and other info, and specifically the case number (which you get from NVC correct?). So if we have the NVC case number, which you can get before they even send your file to the consulate, can’t we schedule the interview in advance then?

11/06/2018: Received Emailed Notice of Additional Processing Requirements and Interview from the embassy 

11/27/2018: Received Mailed Notice of Additional Processing Requirements and Interview from the embassy 

11/28/2018: Interview at the Embassy

12/15/2018: We were informed by letter from the embassy that based on how we got married, that we were not legally married technically and therefore could not file an I-130, unless we could provide evidence showing that our marriage license would be recognized by the issue authority (the Court).

Jan-July 2019: Attempted unsuccessfully to get married in 5 other countries; my fiancé's tourist visa application was continuously denied which left us with only the K1 option

K1 Visa

08/28/2019: Filed I-129F K1

09/04/2019: NOA1 Received
