Help! NVC messed up our paperwork

Hi VJ community!

I'm desperately looking for some advice on our case.

Our case is currently with the NVC.  Since being there, the NVC have messed up our paperwork not once, but twice, by (a) wrongly rejecting our paperwork and (b) asking us to correct a part of a form that was already correct - basically, they wanted us to fix something in part 6, but they kept telling us part 8 (which was perfectly correct), leading us to resubmit the paperwork without the changes that they actually wanted us to do. In both of these cases, the NVC have openly admitted that it was their mistake, with a supervisor even telling us "We have a lot of new people, so one of them must have messed it up". 

Because of their mistakes, our case has been pushed back by about 3 months (because, of course, every time our paperwork is rejected, we get sent to the back of the line,  even it it was completely their fault and they admit it).

I filed an NVC expedite request on the grounds of NVC negligence, but I found out this morning that the request was rejected. The NVC making a mistake like this is a completely valid reason for having a case expedited, so I'm a bit baffled that, even after doing this twice, our request was rejected.

Is there anything else that we can do at this stage to help our case? Can we resubmit an expedite request? Note that my husband has been calling the NVC about three times per week for the last month and they refuse to do anything to make up for their mistakes.
