To use a binder with protective sleeves or paper document folder?

Hi there, my fiancé and I sent our k1 I-129F package at the end of June 2019. We organized it and put it in one of those paper document folders that have fastners attached to it at the top. Four months went by, I had asked my fiancé to call USCIS to give us a receipt number so that we were able to actually see where it was, the officer told him that there were some bad news. They had to sent the package back to my fiancé because it was damaged. Fast forward to now, November 2019, we got it back and the entire corner of the package was sliced. I think while they were opening it they used a box cutter? I was really upset and sad when I saw it. Anyways just wanted to know if binders are really ok to send with protective sleeves because I don’t want this same issue to happen again. We have to resend everything and  restart the whole process again :(.

Binders are a no go. Most people use folders to store everything then send the whole package

The more difficult it is to separate the individual papers, the more delays can happen, which may have been what happened in your case.  Please follow the USCIS preferences.  A binder clip at the top should suffice.
