On the new myuscis portal where i filed, it only says request for evidence (not initial) and the RFE letter says that we shall hear from them within 60 days after we replied which I think indicates they'll work on it once I reply.

You’re going through Nebraska right? Hopefully when you send in what they ask from you they’re start working on your case.

I'm in California - we're currently still F2A while I'm waiting for my Naturalization interview.

To whom it May Concern, I sent in the I-130 form ONLINE exactly around 60 days ago and have not yet received the first NOA notice. I was wondering if this was normal. I'm thinking it may be because I used a foreign address since they say the NOA 1 comes within a few weeks. I live in the states but I'm here in my wife's country working to be with her while she's pregnant and the visa goes through. So, I have a few questions:

1. Why haven't I yet received the first NOA notice yet?

2. Does the Receipt Notice that one receives as soon as you pay count as the NOA 1?

3. If I originally used a foreign address as my mailing address, should I change it to a US address just to be safe?

Yeah that's your NOA1. So you did receive it, just not the paper version. Not USCIS fault, might be the mail carrier.

They usually mail the paper receipt out 2-3 weeks after filing. How reliable is post service in Colombia?

Nebraska is your Service Center, so you can look at their estimated timeline.

Please note that in order for the petition to be approved, you need to be able to proof domicile in the US or at least provide strong evidence of intent to re-establish domicile. Are you working remote for an US based employer while in Colombia?

It's relatively reliable but takes things awhile to get here in the mail... I just wanted them to know that I'm here with my wife which is why I used an address here. I'm seriously considering changing my address to my USA one since it hasn't arrive in paper form... Would changing my address delay my process?

I'm working here for now but I live in the US.

I don't know the answer to the delay due to change of address.

 

Have you made yourself familiar with the requirements at NVC stage? If you have no US based income above the poverty line, get ready to line up a co-sponsor with US income.
