Well, my fiance has finally passed through the SLEC TB scenario and had her interview today (12 Nov 2019).  The CO really pulled a rabbit out of a hat.  She worked in Saipan for a year.  Saipan is a US commonwealth and when I was filling out the DS160 I came to VJ and asked why I couldn't find Siapan in the reciprocity list.  Someone told me that since it was a commonwealth it wasn't considered US soil for reciprocity purposes.  So, anyway the CO is insisting on having a NBI for her time in Saipan.  The CO provided a State Dept link to a page that doesn't exist.  I've googled everything I can think of and can't find anyone to request a NPI from.  Thanks in advance for any help.

Do you have any personal experience with this information.  So far, they don't reply to e-mails and nobody answers the phone including a machine or service.

I'm sorry to say that I don't have any personal experience here.

I would suggest to send in that request form by certified mail. You can also try sending  them a fax and hopefully they answer you back with better ways to  contact them.

Maybe other VJ members have better recommendations in this matter. I wish you the very best!

FYI, I got USEM to waive their request for a Saipan Police Cert by pointing out to them that their regulations specifically say that countries not in their document finder are exempt.  So, one hurdle cleared.  Now I just need to figure out how to include employment info that the form won't allow.

Congratulations! USEM should have known that in the first place. So are they're going to issue the visa now? For K1 visa related questions, I'm afraid  i'm just a stranger passing by. Good luck and best wishes! Hope you get the visa soon!

There are many things USEM should know but appear not to.  They also want me to enter more than 5 years of employment on the DS160 but the form won't allow it.  They process thousands of applicants yearly.  It's hard to believe I'm the first they have put in this situation.  The alternative is that they do this sort of thing intentionally to delay applicants as long as possible.  Personally, I find that scenario much easier to believe.  I wish I knew if they are ready to give up on us yet.
