Expedition methodology

I want advice about submitting an expedite for the below reasons, what is the methodology :

1-Grand daughter of the petitioner already passed 21 years in Jan 2019, she is now 21 years and 10 months, the petitioner can apply for CPSA as the petition I 130 was submitted in December 2008 and approved inMay 2010 (i.e one and half years after submission) which means we ca not apply for CPSA after 7 months from now.

2-The spouse of the petitioner is also an american citizen, old age and is now having breast cancer & last year got stroke, we have the medical report from the hospital. I want clear advice on the methodology and steps we should do to apply for the expedite for our F3 visa

Well a bit of a guess as to whether she will age out, looks like it, but you need the Priority Date to be current to be sure.

 

Nothing to expedite until the PD is current and then you  would need a basis.

I don't see how #1 has any bearing on an expedite. Yes, she's protected (Edit: depends on the PD...I mean she can be protected), but so is literally every CSPA-covered person.

#2 seems more likely

There is no way to expedite a Priority Date (PD).

There are no expedites for an F3 case.

 

You will want to prepare the 21 years old granddaughter since she will likely age out and CSPA will not help her.  She will not be able to immigrate with her family.  Once her parent becomes an LPR, they can file for her in the F2b category.  That will take 6-7 years and she will need to stay unmarried.
