Traveling with a minor to US for 1st time

We are having an issue with trying to get time off of work to go and pick up my stepdaughter to bring her to the US. My cousin is going to a wedding in Jamaica and two weeks so we were wondering if she would be able to bring my daughter back with her. Does anyone know if there are any restrictions for 1st time travel?

As long as she have a visa, she can fly to the USA. For the first time she will be process in and that can take from 15mins-30mins (could be more and it could be less)

Make sure she has notarized authorization from the parents to travel with the child.
