Sponsor needs to be a relative?

As noted, there is no requirement for a sponsor to be a relative. But the CO will look at the relationship to determine the likelihood that they will actually provide support to avoid having to enforce the I-864 in the first place.

No "rebuttal" - it's a judgement call by the CO. But you can find another sponsor instead if they reject them.

I don't think there's a written rule simply at the consular officers discretion .   If they refuse the sponsor you have to get another then if satisfied they will issue the visa.

You mention something key to this discussion:  sponsorship is ongoing, not ‘in the past.’  How many immigrants is she currently responsible for?  The commitment lasts until very specific criteria are met, which takes years.
