You can fill it out whenever at this point. You’ll need it before the interview. I don’t believe it has an expiration date as long as the information within it is accurate and updated.

15. When can I complete the DS-160:  The DS-160 can be completed after the case number is assigned and you have retrieved the number from NVC. Most embassies require you to complete the DS-160 before you can schedule an interview. You use the confirmation number from your submitted DS-160 to move along with the interview fee payment and scheduling process.

The PDF file was written in the hopes that it would answer a lot of the questions that are repetitious in nature. These are questions that every month get asked so to save everyone from reading the same questions over and over I authored the PDF to help you and others through this period from NOA2 to your embassy. I believe I have been successful in helping others I hope I can do the same for you. BUT, I can't if you don't spend the time reading over the PDF. Just my thoughts on this subject for you and others.  If for any reason you feel that any of the points that I make in the PDF need to be changed for whatever reason, easier to read, not the correct information or information has changed, letting me know is greatly appreciated.

You may find additional information from the P3 letter from your embassy. Montenegro Peeps interview at the US embassy in Belgrade Serbia. Here is information on what needs to be done for the interview and you may find the answer to your question there for what's next.

From the Serbia Embassy's website: Interviews are by appointment only! You will receive an appointment when you have submitted your notice of readiness confirming that you have all the required paperwork in your possession. Embassy Belgrade will notify you of your interview date and time and paying the MRV application fee by an appointment letter.

 

Required Documentation

 

You, the foreign-citizen fiancé(e), (and eligible children applying for K-2 visas) will be required to bring the following forms and documents to the visa interview:

  • Completed Form DS-160, Online Nonimmigrant Visa Application. You (and any eligible children applying for K-2 visas) must: (1) complete Form DS-160 and (2) print the DS-160 confirmation page to bring to your interview. 
  • A passport valid for travel to the United States and with a validity date at least six months beyond your intended period of stay in the U.S. (unless country-specific agreements provide exemptions).
  • Divorce or death certificate(s) of any previous spouse(s) for both you and the U.S. citizen sponsor
  • Police certificates from your present country of residence and all countries where you have lived for six months or more since age 16 (Police certificates are also required for accompanying children age 16 or older)
  • Medical examination (vaccinations are optional, see below)
  • Evidence of financial support (Form I-134, Affidavit of Support, may be requested)
  • Two (2) 2x2 photographs. See the required photo format explained in Photograph Requirements
  • Evidence of relationship with your U.S. citizen fiancé(e)
  • Payment of fees, as explained below

 

 

Note: The consular officer may ask for additional information, such as photographs and other proof that the relationship with your U.S. citizen fiancé(e) is genuine. Documents in foreign languages, other than the language of the country in which the application takes place, should be translated. Applicants should take to the visa interview clear, legible photocopies of civil documents and translations, such as birth and divorce certificates. Original documents and translations will be returned.

When it asks for the receipt number, do you use the USCIS number of NVC Case #?

Did you read what the embassy states on their website?  Did you find your sub-forum to ask these questions as you are asking people here from all different embassies and each one does not do the same as others. Did you read the P3 letter that I sent you weeks ago?

 

I can't do this for you, you have to help yourself and read what is provided by others like myself.
