Can he open a bank account?

Timeline

A friend got his immigration visa and will be moving to USA very soon. Can he open a bank account after arrival and before receiving his actual plastic green card and before getting his Social security number so he can transfer his assets from bank to bank . Any response is highly appreciated.

what visa type? i ask because if he had to do ds260,  there was a place to check for USCIS to apply for the SS card and it would come in about 2 weeks  and use it to open the account

he should contact his bank before he leaves to find out what is needed to transfer the funds and yes,  we do this to pay for an apartment in Morocco 

but many smaller banks use a larger bank to do the transfers so need all the bank routing numbers and the proceedures must be known

when getting an account here , contact the bank back home to do the transfer /  they should know ahead you will be doing this or it will be difficult to convince them from here
