Sister's green card issue

This is an f4 immigrant visa case. 

 

Our visa has been approved for immigration. Our case was expedited by NVC because my sister is turning 21 soon. Our visa got approved. My sister's birthday is on the 14th of December and we will land in the US on the 7th of december. If she turns 21 before receiving her green card, will that be a problem?

 

Please reply asap. We need to confirm our tickets

Not a problem, because the moment she enters the US on 7th of December, she will become lawful permanent resident. The Green card is just proof of that. It is unlikely that the green card will arrive before her birthday, but when it does arrive, it should say "Resident since Dec 7th, 2019".
