That’s wrong. IOE means it’s processed electronically. Scanned in or filed online. Could be any service center.

Since approx. July 2019, all I-130’s get an IOE number.

Submitted IV application and civil documents: 06/02/2020
Submitted inquiry to NVC for AOS fee being "stuck" (known NVC system issue): 06/02/2020 --> Let the waiting begin - again.... 
AOS fee finally marked as payed: 06/10/2020 🥳

Im sorry yes you are correct i just assumed it based off because my wifes case went to Texas service center

Ours went from Late March - Mid April and then to Start of June when this whole virus thing started.

 

NOW ... we are at Mid April - Early May.

 

 

PERHAPS they may re-deploy USCIS from local officers to the area where they process petitions (non face-to-face).

I have no idea about TSC

I dont think VSC timeline is accurate. 

If its true than i am very much happy.

Just to let everyone know how long your i130 takes for approval also depends on if the petitioner is a US citizen or green card holder. If petitioner is US citizen then i130 will be quicker but if petitioner is green card holder then i130 will take longer time to approve.

Green card holder I-130 will be processed quickly as per TSC processing times.

I think it also depends on which sevice center is processing I-130 and what is the category of CR-1R?
