They are not entering the USA so not using the K-1 visa.

Can my fiancé enter into a foreign country on a tourist visa before he enters the US on his K1 visa?

Are you thinking of him using one of the Canada-airport PFI's for the final trip to US?

No, we were thinking about meeting up for a short vacation in a third country before coming here together.

No, we were thinking about meeting up for a short vacation in a third country before coming here together.
The Vancouver area is great for just that (and you can fly home nicely after he clears immigration/customs there). Another option (couldn't leave without the sales-pitch, naturally) is Calgary (like Vancouver, it has PFI, and connects to LAX and SFO).

OK great I will keep that in mind, anything on Montreal?

Montreal is also OK for vacation, and Dorval airport is one of the 8 with PFI's (I used this to activate my GC in 1999).

I would however, avoid Pigtown (Toronto) like the plague, as it has been rated (by Globe And Mail Magazine for 18 years running) as Canada's unquestionably-worst airport (guess which one was best everyting--Calgary; Montreal and Vancouver ranked a little below that for a tie).

As someone who has flown in and out of innumerous airports around the world, I can honestly say that Toronto Pearson is a fantastic airport.

BC and Alberta are amazing provinces and are a must-see for any traveller, as is the east coast of Canada.

Toronto and Montréal are fantastic places to visit for those who enjoy cultural activities and world class arts and cuisine, but who don't mind large cities. Québec City is a must, and Northern Ontario is breathtaking.
