Your insurance will ask for it, but if you look at the SSA website, insurance is not a situation where you're required to disclose your/your spouse SSN. 

If they refuse, ask about the best way to contact their legal department.

 

 

Once in a while, I get a letter from my insurance that my SSN is (still) missing from my file. Sometimes I shred it, other times, I say no, thank you and print the actual regulations.

Because stupid people say stupid things. I know that sounds a bit crass, but this has happened all the time. There is no penalty involved from the IRS for not giving an insurance company an SSN. The penalty in taxes every year used to come from NOT having health insurance. This penalty was removed by the current admin. The SSA and the IRS is the highest authority in the matter on whom can and can not demand your SSN and when you should or shouldn't give it out and they are quite clear this is not a situation where it is a requirement. The law states not having an SSN or having one and not being willing to provide one for privacy concerns, is not a bar to obtaining health insurance.
