You pay it when you schedule the interview. Well I did.

Huh I'll double check to see if I did. I'm doing a CR1 and not K1 if that makes a difference?

It's the K1vsa fee.  If you're not getting a fiancé visa, this thread doesn't apply to you. If you had a profile and timeline, we could answer better.
