DS-160: Does esta count as a visa?

OK this might be a stupid question, but I want to make sure I get everything right. On the question that asks if you have ever held a visa to enter the US before, I have visited a number of times with an ESTA. I know this is a visa waiver, but I'm still unsure what to put here. Thanks!

ESTA is not a visa. Your need for a tourist visa is waived. ESTA Is a system to make sure you are qualified to travel without a visa.
