In order for the applicant to overcome the 212(a)(4) refusal, the sponsor and/or joint sponsor(s) must be able to demonstrate that the applicant will not become a public charge in the US.  The totality of circumstances was considered when the consular officer reviewed the latest documents submitted by the applicant.  Unfortunately, the documents did not support overcoming the ineligibility.  Evidence must show that the sponsor(s) income meets the minimum HHS Poverty Guidelines and if joint sponsor, a letter demonstrating why the joint sponsor is willing to assist the applicant.  This information was explained to the applicant.  USCIS form I-864p explains these guideline.  The applicant can find them here: https://www.uscis.gov/i-864p.  If the petitioner has any additional evidence, they can submit it to the DHL location listed below.  Please rest assured that Mr. Ismail’s application has received all due consideration under the law.

Completely agree, the sponsor(s) your friend had did not satisfy the CO or the income requirements.  Seems pretty cut and dry.
