When exactly to send an NVC expedite request?

Timeline

My stepdaughter's petition took around 4 months to reach NVC from approval. A few weeks after NVC got the petition we got the case number. I'm now working on getting everything together and should be done shortly. 

 

The NVC rep told me that I can request an "expedite". However, when exactly in the process do I do this? Is it right after I submit payment, all paperwork, and supporting documents? After my case is approved? Now?

 

It seems like stories on old threads are all over the map. Some people requested expedites and the only benefit they got an interview 1-2 weeks earlier that without an expedite. Others skipped the entire 5-6 NVC review process...

 

My plan right now is to send the expedite request after I submit everything to CEAC.

Stepdaughter is currently with her grandparents (my wife's parents) and they are struggling to keep caring for her while we wait, as they are in their early 70s. If USCIS hadn't taken 4 months to send our petition she probably would've been here by now.

They do not expedite based on anything except for impact to USCs though.  Hardship to grandparents in other country will not fly.
